·Contribution of Professor Wang Xuetai to World Federation of Acupuncture and Moxibustion Societies (WFAS)
—— One of the founders of World Federation of Acupuncture and Moxibustion Societies
As the founder and honorary president for life of WFAS, Wang Xuetai researcher made all-round contributions on the establishment and development of WFAS. The foundation of WFAS takes positive effects on international academic development of acupuncture and benefit to people from all around world. It also established an academic organizational mechanism for internationalization of acupuncture and a new stage for internationalization of acupuncture academic communication, education and training etc., which promotes internationalization of acupuncture.

I. Foundation of WFAS
WFAS was founded in November, 1987. From 1984 to 1987, researcher Wang Xuetai devoted himself on all process of 3-year preparation and made a significant contribution to the preparation, establishment and development of WFAS.
Since 1983, the proposal to set up WFAS was issued at Acupuncture-points Congress hosted by Western Pacific of World Health Organization. Wang Xuetai began to take positive promotion and emphasize the necessity for WFAS to become a real worldwide non-government international organization with the combination of western medicine and Chinese traditional medicine. Researcher Wang Xuetai persisted in guideline of the combination of traditional Chinese medicine and western medicine and common progress of world acupuncture enterprise and firmly insisted on the right way for construction and organization of WFAS.
At the early days of construction of WFAS, each representative insisted on his own view and there was penetrating contradiction between them. Researcher Wang Xuetai , by right of influence and authority in the world acupuncture circles, familiarity and understanding to acupuncture current situation of each country and his wit and characteristic, analyzed the developmental situation and legal status of acupuncture in some countries as well as situation of acupuncture organization in each country, made a statement to emphasize the importance of development of world acupuncture enterprise and cooperation of Chinese traditional medicine and western medicine by the communication with members of preparation committee and discussion in every conference of preparation committee. His efforts led all representatives to take the general situation as the heavy principle, seek common points while reserving difference and work for pre-construction of WFAS together.
With the unremitting efforts and time-after-time negotiations of researcher Wang Xuetai and professors and scholars at home and abroad, WFAS was founded officially on 22nd Nov, 1987. It is first international academic organization of Beijing set up by WHO. Wang Xuetai is the first secretary-general of WFAS.
The second general meeting of WFAS and international acupuncture congress were held in Paris, France in December 1990. At that time as in the duties of vice-chairman of China Association for Acupuncture and Moxibustion, Professor Wang Xuetai was elected to be the second president of WFAS.

II. The establishment of work procedure and rules and regulation of WFAS
Wang Xuetai began his work based on international management and work procedure all along and work for the completion of international acupuncture organization with preciseness, standardized system and democratic decision-making. After the foundation of WFAS, Wang Xuetai, as the secretary-general, himself instructed the whole staff of WFAS secretariat to draft out correlative work procedure of WFAS according to international organizational norms. Under the guidance of Wang Xuetai, based on Constitution of WFAS, Organization Law of WHO and some international documents like that Procedure of General Assembly of WFAS was drafted out as well as Admission Procedure of General Assembly of WFAS, Executive Committee Meeting Rules of WFAS and other procedures and rules such as recommended representatives of General Assembly, nominated candidate of Executive Committee, selecting host for academic meeting.
Through many years continuous enrichment and improvement, at present WFAS work procedure has form a complete set of scientific, democratic and rational internalized work procedure, which makes sure all works should be done orderly, scientifically and effectively. The group of WFAS has been increasing incessantly with 115 members scattered in more than 50 countries and regions. At the same time, the effect of WFAS is becoming lager and lager all around world. WFAS made a significant contribution on internationalization and standardization of world acupuncture medicine.

III. Relation and cooperation between WFAS and WHO
Wang Xuetai took great efforts on promoting the connection between WFAS and WHO and established communicational mechanism. He formed a closed working relationship with WHO through the way of academic intercourses and co-sponsored world acupuncture congress etc. WHO proposed the possibility of establishment of official worldwide non-government relationship with WFAS. That suggestion became true finally in 1998 and since then the representatives of WFAS may attend world health congresses and regional conferences organized by WHO. Also, WFAS terminally endorsed a 3 -year cooperation plan with WHO.
WFAS has organized a number of international acupuncture academic conferences successfully and complete 3 terms of 3-year cooperation plans with WHO. With the support of WHO, worldwide influence of WFAS became larger and larger and greatly improved internationalized process of acupuncture medicine. The development of WFAS has stepped on a new stage with increasing influence, which can not be separated from the efforts and contributions of Researcher Wang Xuetai.

IV. The academic development of WFAS
Researcher Wang Xuetai persisted in leitmotiv of academy-leading at his work and paid attention to improvement of quality and academic level of international acupuncture congress and special symposiums.
WFAS convenes an academic congress every 4 years and a symposium each year. Researcher Wang Xuetai’s busily occupied silhouette could be seen at each congress and conference. Wang Xuetai paid special attention on preparation for each academic congress, before which he would examine conscientiously or make suggestion to topics of academic congress and contents of academic communication. He would take a lead and prepare the speech for congress. His each lecture was important part of the congress. Delegates attending the congress take listening to his wonderful report as honor. His lecture papers are always copied by the delegates who rival for priority or published by some academic media.
We can say that the academic style, thought and achievement of researcher Wang Xuetai take instructive and demonstrative function in academic activities of WFAS, producing active influence on improvement of quality and level of the congresses organized by WFAS. The academic congresses hosted by WFAS receive extensive approvals form international acupuncture circles, as closely connected with the lead of researcher Wang Xuetai. 2007 witnessed the 20th Anniversary of WFAS and International Acupuncture Congress. Delegates from over 20 countries and regions attend and made speeches, speaking highly of the academic level of the congress. Colleagues from five continents sending congratulatory telegram and letter for the 20th Anniversary of WFAS to approve significant contributions on development of world acupuncture medicine and wish WFAS flourishingly develop.

V. The establishment of academic periodical and working committees
WFAS proceedings World Journal of Acupuncture-Moxibustion was set up under the lead of researcher Wang Xuetai. The working committees of WFAS composed of Academic Working Committee, Education Working Committee, Legislation Working Committee, Quantification Assessment Committee, Finance Supervision Committee and Ethics Committee and etc for special task. Under the good care of researcher Wang Xuetai WFAS were getting more powerful and developed.
Currently, WFAS has founded 13 working committees including academics, education, legislation and standardization. November, 2008 will witness the foundation of working committee at university. World Journal of Acupuncture-Moxibustion is developing rapidly and attracts lots of international acupuncture circles professors to contribute. Effects and academic level of WFAS make great improvement.
On the fifth general assembly of WFAS held in Seoul, Korea in November, 2000, researcher Wang Xuetai was invited to be honorary president for life ascribe to his great work in WFAS and contributions on acupuncture internationalization.
At the 20th Anniversary of the WFAS and International Acupuncture Congress held in Beijing in October, 2007 researcher Wang Xuetai was awarded prominent contribution bonus. With the fortitudinous spirit, he led and encouraged the whole staff in early period of WFAS to overcome difficulties, getting through difficult period of foundation. He could deal with complex relation correctly and lead WFAS to make exploration and innovation. We can say, researcher Wang Xuetai devotes all of himself to the process from preparation, establishment to development and growth. His glorious achievements will be kept in history for ever.

I remember him as my teacher, my friend, as a world leader committed to disseminate and consolidate acupuncture in a worldwide scale.
I was lucky to meet him in 1984 as my teacher, since then I carry his examples, lessons, and life outlook dear to my heart.
A person like him prevails through his vision and actions, as well as through all of those who were able to learn from him.
